I have some apps I can recommend too. Autodesk Sketchbook is available on pc and mobile for free. Don’t know if it’s available on android. It’s what I use :)

If you just want to draw for fun, there are lots of great, inexpensive options like:

All that said, I still love going back to markers, watercolours, and coloured pencils to do my diary comix. There's a lot to be said for getting comfortable with drawing before going into the labyrinth of software, which is only as good as what you put into it -- and the more "you" you can be, the better your tools will support your artistic ambitions.

I can recommend Clip Studio Paint. It's also available on iPad, if you're using one, but I also have it on my laptop. It's perfect for comics and manga.
If you use an iPad, give Procreate a chance!

I will also recommend CSP as someone who has been using it since 2014 as Manga Studio is fantastic. It's made making manga and comics so much easier. My only grouch is sometimes the barred I (with the lines on top and bottom) sometimes doesn't show up. CSP text tool has issues with alternative symbols/characters with fonts sometimes. It can be a pain to have to find a different font you like, but that only happened to me once. I've heard the newest update should fix some of these issues though.
