It's not the scepter that gives Astra her power. It's her own magic. The scepter is just a tool for concentrating her magic into a weapon. In fact, Astra's scepter literally is made of magic. She can make it appear or reappear when she needs it.

Psychoborg can't use magic because his powers don't work that way. Being the Champion of darkness does a lot for his body and before that, it is the reason he is a supergenius.
