By the time the remaining Justice League members and the U.S. Navy arrive on the scene, the entire island of Manhattan is under Starro's mental sway.

Zatanna contacts the Atom for help when she seems to be losing her magical powers (a gradual development from previous issues), but the affliction appears to be widespread, as other JLA members on individual cases also find themselves bereft of their super-abilities, including the Flash, Black Canary, Elongated Man and the Atom himself. The culprit is the android Amazo, reactivated against his will by the Key, who is stealing the League members' energies for his own use and to cure the Key of his dwarf state (suffered as a side effect of his previous cure in issue #150). With Hawkman's aid, the superheroes track down and defeat Amazo, while Zatanna magically cures the Key of his affliction. In the aftermath of the battle, the Atom learns that Zatanna's power loss is a separate phenomenon, caused by her overuse of her skills in previous cases, and that her powers are permanently reduced as a result.

Unknown to the JLA, the demons Abnegazar, Rath and Ghast had caused the mystic Jar, Bell and Wheel used to imprison them to be left behind in the Souvenir Room of the original Secret Sanctuary when the Justice League moved to their satellite headquarters. There, the artifacts were eventually discovered and used to free the demons from their crypts. The evil trio attacked the satellite during a meeting and was repulsed, then battled the heroes a second time at Stonehenge. In this rematch, Zatanna's magic proved the key to their defeat by reactivating the imprisonment spell using the Jar, Bell and Wheel.

The cure is administered, David Dorman is reunited with his fiancée, and all is well…at least until the day when the X-Element will again begin to decay.

Using a device of Ray's invention, the Justice League members follow him but lose their memories in the process. They encounter a woman called Wanderer and are attacked by reptilian humanoids she calls Devil Guards, creatures of Goltha, the micro-world's tyrannical ruler. The heroes journey with her to the city of Ch'anar, unaware that the Atom, now a comparative giant in size, is a captive there.

Mother Moon, a mystic healer and leader of the Sisterhood, revives Black Canary, and the two groups join forces against Goltha.

Krystal Kaa and Kass'andre battle to the villainess' death, while Mother Moon uses her healing power to free the Atom of both Goltha's mind control and his own madness. The new ruler of L'arra Sha returns the Justice League heroes to Earth, where Ray and Jean Palmer are happily reunited.

An energy beam emanating from an undersea crevice causes seaquakes in Atlantis and transforms three surface humans into elemental beings of earth, water and air. Summoned by Aquaman, the Justice League members split up to deal with the threat. Hawkman and Red Tornado are defeated by Air in Midway City; Firestorm, Zatanna and Elongated Man confront Earth in Metropolis to no avail; and Superman, Wonder Woman and Aquaman are stymied by Water near Los Angeles. Discovering the link between the creatures and the seaquakes, the heroes travel together to Atlantis, where they battle the sorcerer Daanuth, a survivor of the original Atlantis who seeks to mystically resurrect his ancient homeland. Superman and Firestorm use stellar energy to return the elementals to normal, causing Daanuth's powers to ebb, and he disappears into the collapsing ruins of Atlantis.

Super-powered androids appear across America and kidnap various people in top physical condition, including Black Canary. The mastermind behind this is Professor Ivo, who has begun to take on a monstrously deformed appearance as a side effect of the immortality serum he once drank (in THE BRAVE AND THE BOLD #30). His plan is to use a machine powered by the life-energies of people with a certain genetic makeup to restore his humanity. While Superman, Elongated Man, Green Arrow and Red Tornado try to prevent further abductions, Aquaman, Hawkman and Wonder Woman attempt to invade Ivo's island base. The assembled heroes struggle against Ivo's creations until Aquaman, disguised as one of the androids, destroys their power source, allowing the Justice League to triumph.

Johnny Thunder's Thunderbolt invades the annual JLA/JSA reunion and attacks the assembled heroes, but, strangely, incapacitates only those born on Earth-1, while leaving Black Canary, Red Tornado and the Justice Society members unhurt. Before they can ponder this, the heroes are called into action against the resurgent Crime Champions, who are attacking various locales on Earth-1. Starman and Black Canary, meanwhile, trail the Thunderbolt to his home dimension, where they discover the true villain of the piece is the criminal Earth-1 counterpart of Johnny Thunder, who has assumed control of the T-Bolt, and who produces a plastiglass coffin containing the bodies of Larry Lance and Black Canary herself.

Sargon the Sorcerer joins forces with the Justice Society in their battle against the Crime Champions. The Flash and Hourman take on Chronos and the Fiddler; Red Tornado and the Huntress fight Dr. Alchemy and the Icicle; and Power Girl and Sargon tackle Felix Faust and the Wizard.
Meanwhile, the Thunderbolt recounts for Starman and Black Canary the secret of her true origin. Johnny Thunder and Black Canary had been crime-fighting teammates at the start of her career, until Johnny decided to forgo the use of his T-Bolt and Black Canary eventually took his place in the JSA. Larry Lance became Dinah Drake's boyfriend, and after the Justice Society disbanded in the 1950s, the two were married and had a daughter, also named Dinah. When the child was still an infant, however, the Wizard, seeking revenge on Black Canary, cast a spell giving the baby uncontrollable sonic powers, and the tearful parents allowed the T-Bolt to take the child to his home dimension, where her power would do no harm. The Thunderbolt then caused everyone to forget what had happened. His story is interrupted at this point, as the Earth-2 Johnny Thunder frees himself and overcomes his counterpart, thus allowing the T-Bolt to revive the JLA heroes, who join the fight against the Crime Champions, with the result that the villains are soundly beaten.
Superman and the Spectre then appear in the Thunderbolt Dimension to complete the tale of Black Canary's beginnings, as it is revealed that the original Canary had died shortly after her husband (in JUSTICE LEAGUE OF AMERICA #74), and that the Black Canary who joined the Justice League was actually the child Dinah Lance, now grown to adulthood, able to control her sonic powers, and imbued by the T-Bolt with her mother's memories.

At Metropolis Harbor, Superman and Wonder Woman engage a group of armored men who have just stolen top-secret equipment from S.T.A.R. Labs. The Elongated Man is in San Francisco raiding a fencing operation in the Chinatown district. Back in New York, Firestorm encounters a cat-woman named Reena burglarizing the Empire State Building. After a brief scuffle, Reena surrenders to him and asks him for sanctuary. He brings Reena back to the Justice League Satellite, where she reveals the nature of the Ani-Men who have been attacking various League members. In Luxor, Egypt, Katar Hol is on a dig when his crew is attacked by giant scorpion-men. At Repli-Tech Industries, a scientist named Dr. Lovecraft reports to his master, the Ani-Man known as Maximus Rex.

The Justice League conducts an interview with the refugee animal woman, Reena. Reena tells them how she was once the assistant and lover of Rex Rogan, CEO of Repli-Tech Industries. When the company went bankrupt, Rogan and the board members (as well as Reena) volunteered to gain newfound power by way of a scientific process that manipulated their DNA, transforming them into animals. Calling himself Maximus Rex, Rogan established a gladiatorial combat arena, in which he and the other Ani-Men participated in vicious combat sports for the benefit of wealthy patrons. Reena can no longer bear the guilt of having associated with such a monstrous process and now turns to the JLA for help.

Reena goes to the Arena and turns herself in to Maximus Rex's guards. Rex, meanwhile, is in the middle of massacring another group of hapless victims inside the fighting pit. Dr. Lovecraft escorts Reena out into the stadium and presents her to Rex. Sneering, Rex brutally finishes off the remaining combatants as a means of showing Reena how he deals with those who betray him.

Clark Kent, Hal Jordan and Oliver Queen are enjoying an afternoon lunch at a Star City bistro. Oliver's partner Black Canary, however, is on the job, ready to take down an apparent mugging in progress. The potential victim, though, is far from helpless. He is a costumed adventurer called the Paragon, and he easily dispatches the would-be muggers. Canary is almost ready to help Paragon, until she realizes that he intends on killing his attackers. At this point, the two face off against each other, but Paragon appears to be able to execute Black Canary's judo maneuvers even better than she can. The League members return to the Justice League Satellite and bring their teammates up to date on this new potential threat. Green Lantern researches Paragon on the computer and learns that he is actually Joel Cochin, a scientist living in Star City. Black Canary is eager to track him down and execute a little payback.

When a strange group of men breaks into Ray Palmer's office and steals a sample of a substance called Luciferase, the Atom summons the Justice League. Zatanna recognizes the group's symbol as that of Fiatlux, an ancient cult devoted to world domination, so while the Atom and Hawkman attempt to trace the Luciferase, Zatanna, Green Arrow, Black Canary and Hawkwoman investigate the cult. Even as Green Arrow and the three heroines battle the cultists in their headquarters, cult leader Lord Gravesend uses the Luciferase to unleash the demon Hellrazer.

Hellrazer emerges from Zatanna's form and destroys Lord Claw, taking over Fiatlux on his own behalf, but Zatanna fortunately recalls the spell that will transport the demon back to his own world from his use of it during her possession, and uses it to send him back.
