Multiple revolutions are occurring simultaneously in Latin America's largest and most corrupt country, El Dourado. In desperation, the government reacts by promising to draft a new constitution. Senators and deputies from a vast array of political parties are gathered into a new constituent assembly. The assembly drags on for months without reaching any agreement. Until one day, at the end of a session with only seven congressmembers remaining, the shadow of a gigantic capybara passes over the assembly hall, and they find themselves unable to leave.
