The state was the first and only part of the country to legalize vigilantism back in the 50s, leading to the creation of the Institute for Paranatural Control, originally designed as a management division for meta-humans, but grew to tackle paranatural phenomena as well. The project expanded into metaphysical research, before abruptly being shut down in the 70s, with the responsibility of meta-human management being diverted to the state FBI. Now, strange things are exponentially occurring in Ghostwood. Something is going on. Paranatural beings are flocking to the state and the IPC is needed again.
