A series of illegal shipments has been moving through the city’s docks, each marked with strange green runes. Vulture crashed the operation and uncovered the first pieces of a message The crates were destroyed before he could learn more, but somebody wanted those letters left behind. Meanwhile, a mysterious mob boss's grip on Blackgrave is tightening. With Harrow helping keep his business protected from inside City Hall, shipments, trafficking and criminal operations continue to spread beneath the city’s nose.
