It is the late 1990s, and the Soviet Union still persists. The Aleutian Islands in Alaska goes dark. The US government has ordered the reactivation of a classified experimental Navy SEALs team called OTTER Team Zero. But before OTTER Team Zero is reactivated, they'll need to recruit its primary member, a honorably-discharged military-trained sea otter nicknamed Otto-Mac.
