As rival groups vie for control of Bluewater, their confrontations leave the shadows and begin spilling openly into the streets. In the past, the rift between Jacob and his brother Edmond - the future Mayor of Bluewater - grows even wider. As the nascent ruler of a vast real estate empire, Edmond must secure himself some muscle to enforce his leadership.
