Public Security Section 9 have their hands full attempting to stop an attack being orchestrated on Fusedo, the Minister of Foreign Affairs, by Mitsukuru Kio and the Red Demons. Based on the assumption that the Red Demons are going after Fusedo due to his radical Human rights ideology, Public Security Section 9 decide to lay in wait at the summit, which is being held on an island.
