First Chapter

Before the quiet, there was the storm. In this debut chapter, we are introduced to Victor and Flynt as young adults in the aftermath of a turbulent phase in their life. As Flynt is patiently biding his time and Victor is being forced to reexamine his past actions, we watch and learn how the Agency functions and operates and we witness the first cracks in its system. The story is told by interposing Victor’s point of view (black background panels) with Flynt’s (gray background panels). First appearance of the main antagonist of the series, the Puppet Facility.
