On a quiet rooftop overlooking Crown City, Rebel brings him evidence of a coordinated escalation spreading across multiple cities—weapon shipments, military-grade equipment, armed factions, and operations being built near civilians. This isn’t random gang violence anymore. It’s organized. Dangerously organized. At first, Free Will treats it like everything else: somebody else’s problem. But as Rebel lays out the scale of what’s coming—and the thousands of lives that could be lost—the conversation shifts from sarcasm to responsibility. For the first time, Rebel directly challenges how Free Will uses his abilities, forcing him to confront the truth: he could stop things before they happen… but chooses not to. That realization lingers. And when Free Will finally asks how many people could die if the city falls, Rebel knows something changed. By the end of the issue, Free Will makes a decision—not because he suddenly becomes a hero, but because the threat has become personal to the city he moves through.
