Civil servants in Excelsior City have spent years propping up flashy, untested superheroes the “kids in capes” who get the spotlight while the public servants do the real work. After one bitter, booze soaked poker night, a handful of them decide they’ve had enough. They break into the evidence lock up, steal confiscated villain tech, and reinvent themselves as rogue crime fighters determined to earn the respect they’ve been denied. Their early victories feel righteous, even exhilarating until the consequences hit.
