Batman: Blackgate - Isle of Men (1998) #1

The "Cataclysm" frees some of Gotham's most dangerous criminals in a stunning one-shot! When the quake hits, the lower levels of Blackgate Prison are flooded, and dozens of violent villains must be released from their cells to avoid certain death.
